For the renewal of the national agreement 2023 - 2027 with Elsevier publisher, CARE- CRUI has established an agreement to support authors in Italy who wish to publish open access.
The cost of publishing open access is covered under the terms of this agreement. When publishing open access in hybrid journals and fully gold open access journals, eligible corresponding authors do not have to pay an article publishing charge (APC).

Contents: subscription with access to the full catalogue of journals and the option for University authors to publish scientific articles with the CC-BY Open Access license in hybrid journals. The articles set out in the agreement for OA publication are original papers, review papers and case reports.
It is also possible to publish in 109 Gold Open Access (OA) journals with a 20% discount on the APC price list for payments made after publication, or 25% on a pre-payment basis, and a deposit account of € 5,000. Check the "APC fee" column for list prices, ranging from € 500 to € 2,250.

After acceptance of the publication, authors can self-archive their articles on their personal website and into AIR with an embargo period of 12 months, even for the journals with longer than 12 months embargo
These guidelines do not apply to articles published in Open Choice Journals with an Open Access license. They are immediately available Open Access.
After peer-review process and publishing acceptance of the article, corresponding author will be intitled to select the University as his/her institution of affiliation before taking the Open Access option. Finally affiliation will be validated by the Appoval Manager of the Digital Library Office.
Please check the journals' editorial policy for any additional costs foreseen for services that are not included in the cost of the open access APC (e.g. submission fees, color images and/or extra pages). These costs are not included in the contract as they are due regardless of the articles' publishing version, be it OA or closed.
Some journals require a submission fee that is not covered by the contract. Regarding this, on the publisher's website (under the heading Submission fees. Elsevier), it is stated as follow:
''Along with many other journals in the wider community, around 45 of the economics, finance, and accounting journals published by Elsevier levy submission fees. If a journal charges submission fees, this is clearly flagged in the journal's guide for authors and during the submission process.
We encourage authors to pay attention during the submission process.''

Final versions of accepted articles (Version of Record) will be published online without delay and in the first instance open access. The Digital Library has joined MDPI's Institutional Open Access Program (IOAP). The programme allows University authors to publish their papers in MDPI's Gold Open Access journals with a 10% discount on APCs. The papers are mostly published with a Creative Commons CC-BY license, or a CC-BY-NC license for a small number of journals (link to the list). Under this publishing model the author maintains copyright.
